Legal Services


The Legal Services division is responsible for legal and ethical compliance such as identifying and monitoring state and federal statutes, court rulings, rules and regulations with which the University System must comply and recommend remedial action when appropriate.

The Legal Services division is available to assist with interpretation of the Act and the Administrative Code, system policies and procedures, and provide leadership support with respect to executing University System processes. These processes include managing the discharge/demotion process, facilitating the Executive Director’s Review process, provide advisement to the Merit Board, and ensure that risk based compliance activities are conducted in accordance with regulatory and procedural guidelines.

Employees (wanting to request a hearing)

Written Charges for Discharge: Employees who have been served a Written Charges for Discharge form in accordance with Section 36o of the State Universities Civil Service Act (110 ILCS 70/36o) and section 250.110(f) of the Illinois Administrative Code (Code) (80 Ill. Adm. Code §250.110(f)) may request a hearing to the Secretary for the Merit Board within 15 calendar days from the date that you are personally served, or within 15 calendar days from the date of the postmark if you have been notified by certified mail or by overnight delivery by clicking on the following link: hearingrequest@sucss.illinois.gov . The 15th day starts from the date in the "Proof of Service on Employee" section on the form.

Notice of Demotion: Employees who have been served a Notice of Demotion form in accordance with Section 36o of the State Universities Civil Service Act (110 ILCS 70/36o) and section 250.110(g) of the Illinois Administrative Code (Code) (80 Ill.
