Job Description
The Contracts Specialist:
Negotiates contracts related to research and sponsored programs
- Coordinates and advises PI regarding contract terms and conditions and impact on research being conducted
- Consults with Risk Management, General Counsel, Human Resources, and other University offices as appropriate in regards to specific terms that may require approval prior to University acceptance
Advises and monitors matters regarding RSP's compliance responsibilities
- Maintains expertise on University policies (Payroll, Human Resources, Accounting, Budget Office, Risk Management, and Comptroller's Office) and federal and state regulations, as well as policies and procedures for externally sponsored projects
- Researches, interprets, and applies regulations and guidelines effectively in sponsored projects, both prior to submission and through the award lifecycle to ensure University compliance
- Trains RSP personnel on compliance issues that impact research and post-award management
Prepares a summary of contract terms for both the PI and the post-award administrator
Develops training materials and provides workshops and one-on-one training for faculty, fiscal agents, and professional staff
Reviews application and consults pre and post-award managers, PI's, and Fiscal Agents on the contract/grant requirements of each project prior to award acceptance
Drafts subaward agreements and conducts and coordinates subrecipient risk assessments, as well as assists PI's with determinations or questions related to administration of subawards
Assesses factors that will be required for grant compliance prior to the acceptance of grant awards
Coordinates close-out procedures for sponsored research projects with Post-Award Manager
Conducts compliance review on files
Qualifications
1. Bachelor's degree
2. Any combination totaling three (3) years from the following categories:
(a) additional college course work at graduate level in any field, measured by the following conversion table or its proportional equivalent:
-30 semester hours or Master's degree equals one year
(b) progressively more responsible work experience directly related to grant and contracts services such as funding, proposal writing and review, administration, or compliance experience
3. Demonstrated knowledge of 2 CFR 200, and a general working knowledge of FAR and contract law
4. Ability to exercise discretion and judgment in sensitive and potentially controversial matters
5. Excellent interpersonal and communication skills
6. Ability to work independently
If this position is Security Sensitive or if you are subject to a criminal background investigation based on University policy, then employment is contingent upon you passing a satisfactory criminal background investigation. You may not begin work until the criminal background investigation results have been received and cleared by Human Resources.
