Job Description
The Human Resource Assistant Manager provides advice and assistance in the application of policies, rules, and regulations relating to both civil service and exempt staff. This person will maintain human resource records; actively participate in recruitment, examination, classification, compensation, and orientation of new hires; and provide information to the budget unit for payroll processing.

Reporting to the General Counsel, the HR Assistant Manager provides leadership in human resource matters.
Major Duties & Responsibilities:
• Develops and maintains human resource programs, systems, and studies.
• Review, analyze, and participate in the development and implementation of human resource policies and procedures.
• Counsel IBHE staff on human resource policies and rules, identifying and resolving problems, or recommending courses of actions.
• Conduct State University Civil Service System classification audits; prepares analysis.
• Gather data; develop reports, analysis, and materials for use in formulating goals and objectives.
• Provide orientation of all new hires.
• Works in collaboration with staff throughout the agency
Qualifications
Education and Experience
1. High school graduation or equivalent, and
2. Any combination totaling four years from the following categories:
A. Progressively more responsible work experience performing human resource duties
B. College course work in human resource administration, business administration, or a closely related field, as measured by the following conversion table or its proportional equivalent:
• 60 semester hours equals one year
• 90 semester hours equals two years
• 120 semester hours equals three years
A bachelor’s degree in human resource administration, business administration, or a closely related field will meet the education and experience requirement. As a classification under the State Universities Civil Service System, the credentials will be verified by IBHE.
Knowledge, Skills, and Abilities
• Commitment to public service
• Broad knowledge of principles and procedures used in human resources.
• Broad knowledge of federal and state laws, rules, and/or regulations affecting public human resource administration, particularly the State University Civil Service System; ability to develop knowledge and execute of those that apply to the IBHE.
• Team-oriented and works well in a collaborative environment.
• Proficiency in writing and editing reports and other materials.
• Skill in organizing, analyzing, and interpreting human resource data.
• Ability to coordinate human resource operations with colleagues with internal departments.
• Ability to review and formulate/revise human resource policies and procedures, in consultation with the General Counsel.
